
Probity Audit and Assurance
- Pre-Publication Audit: Audit the Terms of Reference (ToR), specifications, RFP (Request for Proposal), or RFQ (Request for Quotation) before publication to ensure clarity, fairness, and compliance with the Public Finance Management Act (PFMA), Municipal Finance Management Act (MFMA), and relevant Treasury Regulations.
- Briefing/Site Visit Audit (if applicable):Audit the briefing and/or site visit sessions to ensure all potential bidders receive the same information and opportunities for clarification.
- Bids Process Audit:Audit the closure and opening of bids process to ensure transparency, fairness, and adherence to procedures.
- Evaluation Process Audit: Audit the evaluation process and promptly inform the Evaluation Committee of any errors, weaknesses, or non-compliance ensuring alignment with the PFMA, MFMA, and the National Treasury’s Supply Chain Management (SCM) guidelines.
- Final Evaluation Committee Report Audit: Audit the final Evaluation Committee report to ensure that outcomes of each evaluation stage are accurately reported and justified in compliance with the PFMA, MFMA, and PPPFA.
- B-BBEE Certificate Audit (if applicable):Audit and review the authenticity and validity of bidders’ B-BBEE (Broad-Based Black Economic Empowerment) certificates, if required by regulations.
